Symptoms

Delegates are not able to enter Expense Allocations for others even though they are able to enter allocations for themselves.

Steps to Duplicate
----------------------
Give the delegate access to another person's expense in HR
Set the delegate's Preferences for Allocations
Set the target employee's  Preferences for Allocations
When the delegate enters an expense report in OIE for person and allocation form does not appear
