The impairments concurrent process gets an error when doing a rollback impairment after Create Accounting - Assets was run.

Steps to reproduce
====================

1. Add an asset.
2. Define Cash Generation Units
3. Assign Cash Generation Units to the asset.
4. Create New Impairment
5. Post the impairment
6. Create Accounting
7. Rollback the impairment
==> Error occurs.

Error Messages

ORA-20001: -: XLA-0: The Subledger Accounting Options setup is not complete for Ledger: and application: Assets.

Please run the Update Subledger Accounting Options program before creating any events for this ledger and application.
