Ship Unit Refnum Info On Outbound XML Incorrect When a Large Number of Lineitems Exist with Many Refnums

Symptoms
On occasion when sending outbound xml from OTM with a lot of line items ,the ship unit information sent in the xml does not match what is shown in the database. The order release line info in the xml is however correct.
STEPS

The issue can be reproduced at will with the following steps:
Setup:
1. Create an Order Release Containing 20+ Ship Units, each with multiple Refnums.
To Replicate:
1. Log into OTM.
2. Send the Release XML Element from OTM.
3. Note some of the ship unit References do not match the ship unit ID.
