Supplier User Registration Fails With ORA-06508

Symptoms
When attempting to register a supplier,
the following error occurs:
ERROR
-----------------------
The following SQL error occurred: ORA-06508: PL/SQL: could not find the program unit being called
Same also for in iSupplier when setting up a Sourcing user the following error occurs:
"Welcome to Sourcing! An internal error occurred while setting you up as a valid Sourcing user.
The error message is : The following SQL error occurred: ORA-06508: PL/SQL: could not find program unit being called."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Choose Purchasing Superuser
2. Supply Base => Supplier User Management => Register Supplier User
3. Enter Supplier information
4. Click Register
5. Receive Error
