Mandatory Date Field Does Not Recognize "After Today 00:00" Operator

Symptoms
Calling the financial report "Payment Invoice Report" has a mandatory field "Invoice Date" with a dropdown next to it. When the value "Before Today 00:00" is selected in the dropdown, OTM still requires a date which does not seem logical.
### Steps to Reproduce ###
1 Go to "Financials"
2 Go to "Reports"
3 Click on "Payment Invoice Reports"
4 Leave "Invoice Date" empty and select "Before Today 00:00" in the dropdown
5 Click "Submit"
Error "Invoice date required" is displayed.
The same is true when one selects "After Today 00:00"
