When Attempting to Add a Special Service to the Shipment, the Special Service Being Propagated To Wrong Stop

Symptoms
When attempting to add a Special Services to the shipment, the following issue is seen:
The Special Service is added to the wrong stop
-- Expected Behavior
That the Special Service would be added to the correct stop that is defined.
-- What is working
OTM is propagated the Special Services the Shipments, just not on the correct stop.
-- Steps
The issue can be reproduced at will with the following steps.
Logged into a Support Instance running 6.1
1. Create Order Release.
2. Navigate to the Attributes Tab.
3. Add Special Service to both the Source and Destination Location.
4. Click Finish.
5. Selected Actions >Operational Planning > Create Buy Shipment > Bulk Plan Buy.
6. Shipment is Created.
7. Navigate to the Financials Tab and you will see that the Special Services were added but you will see that the both Special Services were added to the same location.
