SYSADMIN User Gets Thousands of WFERROR Notifications

Symptoms
In 11i.Rup6 instance, Workflow Deferred Notification Agent Listener and Workflow Deferred Agent Listener services are always stopping System Deactivated Status. There are thousands of WFERROR notifications sent to the SYSADMIN users with the following text:
Event Error Name: WFE_DISPATCH_GEN_ERR
Event Error Message: 3835: Error '-20002 - ORA-20002: 2018: Unable to generate
the notification XML. Caused by: 2020: Error when getting notification content. ORA-06502: PL/SQL: numeric or value error: character string buffer too small

There are thousands of these notifications generated in a day. Looking at the wf_notifications table see that the mail_status of the notification is FAILED.
