Workflow Error ORA-6512 At PO_POAPPROVAL_INIT1.GET_PO_ATTRIBUTES When Approving Purchase Orders That Were Pending Approval Before Upgrade / Patching (Doc ID 1300773.1)

Symptoms

This article is for version 11.5.10.2,  12.1.3 and 12.2.
Review <Note 1320712.1> for same error on version 12.0.x

On 11.5.10.2 this error below will occur when approving Purchase Orders that are pending approval from before any patch that provides file POXWPA2B.pls 115.22.11510.14

On 12.1.3 this error below will occur when approving Purchase Orders that are pending approval from 11.5.10.x before the upgrade to 12.1.3

On 12.2 this error will occur when approving a purchase order after the workflow file has been upgraded.



On 12.1.3 the issue can be reproduced at will with the following steps
1) Create Purchase Orders in 11.5.10
2) Submit POs for approval but do not approve in 12.1.3.
3) Upgrade to 12.1.3.
4) Search for PO workflows (POAPPRV) which are In Process from 12.1.3.
5) Approve the POs In Process from 12.1.3.
6) At this moment the above mentioned error occurs

On 12.1.2 and 12.2 the steps are similar
1) Create Purchase Orders in 12.1.2
2) Submit POs for approval
3) Apply patch that upgrades to file poxwfpoa.wft 120.27.12010000.6 (or higher in 12.2)
4) Approvers then respond to notifications from before the patching was done to upgrade the above file
5) At this moment the above mentioned error occurs

On 11.5.10.2 the steps are similar
1) Create Purchase Orders in 11.5.10
2) Submit POs for approval
3) Apply patch (for example patch 9837658 or patch 10273050) that upgrades to file POXWPA2B.pls 115.22.11510.14
4) Approvers then respond to notifications from before the patching was done to upgrade the above file
5) At this moment the above mentioned error occurs

Changes

1. Upgraded to Release 12.1.3 from Release 11.5.10.2 (and the issue occurs with pending notifications from before the upgrade)
or
2. Applied patches on 11.5.10.2 to upgrade to file POXWPA2B.pls 115.22.11510.14
or
3. On 12.1.2 and 12.2 applied patch 9593873 to upgrade to poxwfpoa.wft 120.27.12010000.6 (or higher)

or

4. Apply any patch including the fix of <Bug 23147971>
