Recipe Details Not Collected When the Recipe-Specific Override Throughput Tab has a Resource Usage of 0 Against a Primary Resource (Doc ID 1301556.1)

Symptoms

Find the Recipe (Validity Rule) is not collected into the ASCP Process Effectivity (MSC_PROCESS_EFFECTIVITY) form following a Standard Collection

Expected behaviour is that the Recipe Validity Rule should be collected into the ASCP Collection Workbench Process Effectivity form

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the ASCP Standard Collection, complete refresh
2. Check the Collection Workbench (View Collected Data) form and see that the Process Effectivity form does not contain a record for this recipe

Also, when MRP: Debug Mode is set to Yes, check the :

MSCPDPW module: Planning Data Pull Worker

.. and see if it contains the following warning message:

Recipe <recipe_id from gmd_recipes_b> <resources from cr_rsrc_dtl> has override usage 0 validate_routing returned Invalid for Organization_id <organization_id from mtl_parameters> routing_id <from gmd_recipes_b> rtg_hdr_location <id>fmeff_id <recipe_validity_rule_id from gmd_recipe_validity_rules>


The same problem can also be reported as:

Recipe <id> <resource_code> has usage 0
