11G "scheduler failed to preload on startup in Web application" Error In Weblogic Log File When Attempting to Start BI Publisher (Doc ID 1303055.1)

BI Publisher stopped working and does not start anymore. The Weblogic log file shows the following error:

Getting weblogic deployment manager.
Got weblogic deployment manager.
Invoking Start Up operation.
Start Up operation for application bipublisher on target bi_server1 RUNNING.
Start Up operation for application bipublisher on target bi_server1 FAILED.
