Can Not Withdraw a Driver Dispatch Due to Required Configuration that was not Required for Send Dispatch

Symptoms
When a withdraw dispatch is executed, it requires an External System on the driver. This is not required for the Send Dispatch. Therefore if you sent a dispatch for a driver that does not have an External System, you can not withdraw it.
The same checks should apply to both actions.
