MWA Dispatcher Can Not Connect To Telnet Servers (Doc ID 1304748.1)

Symptoms

Telnet to the MWA dispatcher is not being successful.

Trying <IP ADD>...
Connected to <SERVER NAME>.
Escape character is '^]'.
Connection closed by foreign host.

The System log shows

[Wed Feb 16 16:51:39 EST 2011] (Thread-16) MWA_PH_INIT_CLIENT_FAIL: Fail to initialize client. Disconnecting it now.
java.io.IOException: Push back buffer is full
at java.io.PushbackInputStream.unread(PushbackInputStream.java:215)
at oracle.apps.mwa.presentation.telnet.ProtocolHandler.handleDispatcher(ProtocolHandler.java:429)
at oracle.apps.mwa.presentation.telnet.ProtocolHandler.run(ProtocolHandler.java:560)i think
