"Unable To Migrate" Error When Attempting to Open and Advanced Manager Layouts After Upgrading To 6.1.4

Symptoms
After upgrading from 6.1.3 to 6.1.4, the following error is received when attempting to open a pre-existing Advanced Manager Layout Menu Link:
ERROR

Unable to migrate DCC_SNI_DBL_TL from version 1.3.0.0 to version 1.4.0.0: Insufficient privileges to save layout.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OTM.
2. Click on Link Advanced Driver.
3. Note the Error.
