Session Management In Clustered Bi Publisher Causing Performance Problems

Symptoms
A. BI Publisher 10.1.3.4.1 version, Enterprise running in a two Oracle Application 10.1.3.1.0 server cluster:
Sign in and navigation is slow due to the Application creating many sessions within OPMN when logging in to BI Publisher
B. Workaround:
Shut down one of the xmlpserver Application in the Bi cluster.
The remaining xmlpserver Application will manage sessions normally and perform as expected.
Changes
Issue found after applying one of the following patches:
