Relay Shipment Considering Driver's Previous Assignment Resulting in the Error: Exception Advanced Rule failure for Shipment: null and Driver: ABC.1234 - No feasible resources (Doc ID 1307149.1)

On OTM version 6.1.3 when attempting to Relay a Shipment breakdown where a Driver is assigned the action is also evaluating a previous shipment resulting in the following error, even though the action should be possible:

Exception Advanced Rule failure for Shipment: null and Driver: ABC.1234 - No feasible resources

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 - Created two Shipments:

Shipment ID: 01399 (Bristol - Reading)
Shipment ID: 01400 (Reading - London)

2 - Set Location Bristol to have a Special Service as follows:
ID: ABCD
Assignment section: For Driver: Ticked

3 - Navigated to Shipment ID 01399

4 - Clicked on Actions > Fleet Management > Assign > Driver

5 - Selected the Manual option and entered Driver 1

6 - Clicked OK.

7 - Gained the EXPECTED error: Advanced Rule failure for Shipment: XXX.01399 and Driver: XXX.DRIVER_1 - No feasible resources.

8 - Returned to the Shipment

9 - Clicked on Actions > Fleet Management > Assign > Driver

10 - Expanded the Compatibility Rules section.

11 - Ticked ALL of the rules.

12 - Set to Manual Driver ID: DRIVER_1

13 - Clicked OK.

14 - The Shipment 01399 as updated.

15 - Navigated to Shipment 01400

16 - Clicked on Actions > Fleet Management > Assign > Driver

17 - Selected the Manual option and entered Driver 1

18 - Clicked OK.

19 - The Shipment was updated.

20 - Edited the Shipment

21 - Clicked on Actions > Fleet Management > Manage Relays > Relay Shipment In Transit

22 - Clicked OK in the Ignored Criteria screen.

23 - Entered:
Relay location ID: LJS_ORACLE_READING_2
Shipment Stop Numbner: 2.LJS_ORACLE_LONDON
Insert Relay location before existing stop: ticked.
Relay Driver ID: blank

24 - Clicked OK

25 - The following error was displayed:
Exception Advanced Rule failure for Shipment: null and Driver: ABC.1234 - No feasible resources
