Symptoms

Need to remove the trigger - AP_SSE_NOTIFY_EMPLOYEE on AP_INVOICE_PAYMENTS_ALL table.

New API "AP_WEB_UTILITIES_PKG.NotifyEmployeeOnPayment" should be
registered in AP_PRODUCT_REGISTRATIONS table.
