Symptoms
A custom Rate Offering ScreenSet is configured and set as a Field Screen Set for the OTM User. When copying the Rate Record (Actions>Copy Rate Record), the a standard Rate Offering results screenset is opened instead of the custom one configured as the Field Screen Set.
