Symptoms

Currently, <Bug 17926779> considers the case when the clearing event exists without maturity event for check whose status <> 'ISSUED' and FUTURE_PAY_DUE_DATE is not null.

Need to address generic case when maturity event is missing for Bills Payables whose status <> 'ISSUED' and FUTURE_PAY_DUE_DATE is not null.
