Decimal Format Remains Unchanged After Changing Language Preference (Doc ID 1312608.1)

User Preferences are configured to use a Language that displays the decimal point of a number as a comma (instead of a period).

An example is with the following User Preferences:

Language: French
Country: France

With this configuration, the expectation is that all numbers use a comma for the decimal point instead of a period.
