User Preference Parameter Set Not Being Used For Auto Calc Weight Volume

Symptoms
Client has a User Preference which assigns a Parameter Set that has: AUTO CALC WEIGHT VOLUME=TRUE. The domains' default parameter set has AUTO CALC WEIGHT VOLUME=FALSE. Because of the User Preference, they expect Auto Calc to be enabled.
However, when creating the Order Release, it is not calculating the weight/volume. If the domain's default parameter set is updated to use AUTO CALC WEIGHT VOLUME=TRUE, then the weight/volume is calculated.
