Issue with Shipment Special Service agent (Doc ID 1317738.1)

Symptoms

Shipment Special Service agent does not get triggered when a shipment special service is inserted using a SQL from backdoor or if it is inserted using a DSU in an agent. It does get triggered only when the shipment special service is added via UI only. In other words , the event SHIPMENT SPECIAL SERVICE – CREATED does not function when the Shipment Special Service is inserted by a Direct SQL Update
