Cost Shown under "Other Charge" in Invoice Header when LineItem Description not B

Symptoms
When entering a description other than "B" in the description field of the line item charge, the cost on the header tab shows under "Other" instead of "Base Charge" as expected.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into OTM 6.2.
2. Go to Financials --> Payment Invoice Management --> Payment Invoice.
3. Search for Invoice.
4. Click to Edit.
5. Click the LineItem Tab.
6. Note the description of the Base Charge is something other than “B”.
7. Go back to the Header Tab and note that the total cost is under Other and there is no Base Charge.
8. If you go back to the line item and change the description of the base charge and change the description to 'B', the Base Amount will show under the Base Charge under the header tab as expected.
