R12: OIE: In OIE Account Allocations Form Some Account Segment Values Do Not Appear In LOV That Do Exist (Doc ID 1320172.1)

Symptoms

The expense Allocations form is not recognizing some values as valid during expense report creation even though the same values can be entered in the invoice workbench for a standard invoice.

### Steps to Reproduce ###
- Log into Internet Expenses
- Begin entering expense report information
- Click Next button through each form after entering required data until  Update Expense Report: Expense Allocations
- Click in certain segments and search for valid segment values
- Not all values are returned

Expected Behavior
All values should be accepted as valid as they are in the invoice workbench.
