Xml Gateway Inbound Transaction Processing Fails With Error "Pls check your Setup" (Doc ID 1320396.1)

Symptoms

Setup the Inbound Transaction and assigned it to a Trading Partner.
Created a SOAP Envelope to test the Transaction like a Web Service.
But when enter the Workflow Transaction Monitor the Transaction fails with status Error.

The Standard:OAG, Transaction Type: TEST , Transaction SubType:TEST and Location Code 1234 i s not enabled in the XML Gateway Server. Pls check your Setup.
