Partial Continous Move Created when Reaching Capacity Limit

Symptoms
Using a continuous move setup and Capacity Limits, two order releases are bulk planned. When a capacity limit is reached , the system disassembles the shipments and leaves one shipment as a CM shipment, while detaching the other shipment of the CM . The issue is that OR/Shipments are becoming locked in the system and acting as if they are still a part of the CM.
