NPW_NUMBER and CURRENT_NPW_FLAG Missing For Contingent Workers (CWK) Who Are Hired into a Different Business Group (Doc ID 1322043.1)

 When a person is updated/hired in a second Business Group, Columns NPW_NUMBER  and CURRENT_NPW_FLAG (both fields from per_all_people_F for contingent workers) in previous Business Groups are being cleared out.

 The issue can be reproduced at will with the following steps:
 1. Terminate a CWK in BG1 on e.g. 29-Dec-YYYY
 2. Hire the person as an employee in another BG2 effective from 06-Dec-YYYY
 3. This causes the  NPW_FLAG and NPW_NUmber wiped out from person record in
 the first BG1 from 06-Dec-YYYY
 4. If you try to find the person using the NPW number on 06-Dec-YYYY in the
 first BG1, system would raise an error: Invalid Number
