Korean Characters not Displayed Correctly in iSupport (Doc ID 132217.1)

Symptoms

In iSupport, when updating a Service Request, Account information, or Forums,  the KOREAN data is not displayed correctly. The data appears as " ?x!".

However, Korean data created in Apps can be seen in APPS and iSupport page, but Korean Data created in iSupport pages appears in error in both iSupport page and APPS.
