Symptoms

When running an FTI Report after recently implementing FTI, some older order releases are not showing up on the report even though the status on the order release is correctly set to OR_READY_TO_LOAD.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an adhoc query
2. Add the Order Release and Domain Name.
3. Note Some Pre-existing Order Releases which are expected are not listed in the report.
