Incorrect End Date On Current OPM Cost Calendar (Doc ID 1324768.1)

Symptoms

On :  12.1.3 version, Setup Issues

ACTUAL BEHAVIOR 
OPM Cost Calendar for entity has the End Date inadvertently entered as 13-OCT-2011 instead of 31-OCT-2011, and it cannot be modified.

EXPECTED BEHAVIOR
Expect to be able to modify it since it will cause issues with Oct 2011 and/or 2011 year-end issues.

STEPS
The issue can be reproduced at will with the following steps:
1. OPM Financials: Setup/Cost Calendars: Query corresponding calendar
2. Check period end date
