The application currently retains the the insurance amount captured against the carrier only for information purpose and not for comparison

EXPECTED BEHAVIOR

If the sum of all the declared insurance values of all the orders under the shipment is less than the carrier insurance amount, then Service Provider Assignment should be successful, otherwise the next least cost carrier with the insurance amount greater than the declared value would be selected. The insurance amount to be compared should be bounded by a valid date range and the shipment start date will be compared against the valid date range to determine the correct insurance amount to compare with
