Change Order Implementation Fails When Trying to Change Substitute Component Quantity Using Add and Disable for the same Substitute Component (Doc ID 1326568.1)

Symptoms

When attempting to implement a change order, the following error occurs.

STEPS
1. Navigate to Engineering > Create Change Order (ECO)
2. Create a change order including :
* Component quantity change
* Disable existing substitute component with old quantity
* Add same substitute component with new quantity.
3. Promote the change order to implement and get the error message
4. See that ECO implementation fails, with the error.
