'Open Document Link' Missing In Requisition Approval Notification Using Responsibility With Custom Menu (Doc ID 1327189.1)

Symptoms

Using a System Administrator responsibility a new purchasing menu (via Application > Menu) has been defined and assigned to a purchasing responsibility (via Security > Responsibility > Define).  Now when an user who has been assigned this responsibility opens a requisition the Open Document link is missing.

Please note this issue could occur on an purchasing document type not just requisitions.

The issue can be reproduced at will with the following steps:
1. Login to applications
2. From the Worklist click on the Subject of the notification to open the purchase requisition notification.



3. In the notification the 'Open Document' link is not available.
