Finally Close Action on a Purchase Order Errors With APP-PO-14160 (Doc ID 1327914.1)

In Release 12:

When attempting to finally close a PO, the following error occurs.

APP-PO-14160: Document action not completed successfully
Cause: You attempted to perform a document action that is incompatible with the document status.

The FND debug log shows the following XLA error:

The issue can be reproduced at will with the following steps:
1. Query a PO.
2. Select Tools -> Control.
3. Select Finally Close from the list.
4. Error occurs.
