"Move Order To Existing Shipment" Action is Failing if Resulting Cost is Increased

Symptoms
The following parameter is used on the Multistop Configuraiton:
MULTISTOP CONSOLIDATION ALGORITHM TYPE=3.Column Generation
When an order is attempted to be moved to a shipment via the action "MOVE ORDER TO EXISTING SHIPMENT" where the cost is increased due to the added order, this fails to complete successfully with the following error:
"Failed to build one shipment with the given orders"
In the logs, it is observed the the cost is being compared and the new combined cost is more than the original shipment cost (not the cost of the two shipments uncombined).
Combined cost: 300.0 USD, adjusted uncombined cost (adding 0.01): 100.01 USD
