Resequence Stops Issues Multiple Notifications

Symptoms
A Notification is created listening to the shipment resequence stops event, and sending a shipment modified email to the contact. But instead of just one notification, two are sent each time the stops are resequenced:
1. When the action for Resequence Stops is selected and the stop is resequenced.
2. When the OK button is clicked to confirm the resequencing of stops.
