VPD Not Affecting Users, Users in Domain A can See and Use Data In Domain B.

Symptoms
On OTM version 6.2.1 there are 2 sibling domains, each of these should not be able to see the data in the other, however they can.
EXPECTED BEHAVIOR
-----------------------
Expect each of the sibling domains to be able to see the data in its domain and from public, but not to see the data in its sibling domain.
For example, under the Public domain is Domain A and B, A should not be able to see data from B domain.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log onto Domain A.
2. Run a query for example for Rate Offering.
3. Note Data from both domain A and B is returned.
Note there are no Domain Grants in place.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users can see data in both domains when they should not, also planning in domain A is using rates from domain B, this causes invalid shipments to be built.
