How to Permanently Hide the AskOTM Tool Bar In OTM (Doc ID 1329561.1)

Goal


The AskOTM toolbar can be hidden by default using User Preferences. However, can be re-enabled, by clicking on the available arrow to unhide the toolbar. Can the toolbar be completely disabled so a user can not re-enable it?
