When attempting to approve a Purchase Requisition, the following error occurs.

When trying to click on approve in the Purchase Requisition form, the approve document form does not open and the database trace shows :

Error: ORA-20001: No rules are applicable to this transaction. At least one rule must apply to this transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true.

The issue can be reproduced at will with the following steps:
1.Create a requisition and save
2.Submit it for approval
3. The error above is raised by the system
