Cannot Change Grade Name In Self Service, Fielde is Greyed out

On : 12.1.2 version, Assignment,Term,Pay,ChgMgr,LOA
Find that when trying to use the Change Job function under Manager Self-Service, the Grade Name field is greyed out and cannot be changed.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Manager Self-Service
2. Change Job
3. Select employee
4. Enter in new job information
5. Cannot change the Grade Name, as the field is greyed out
