OTL Workflow Is Not Sending Notification to the Next Approver Automatically

When a Timeout occurs after it is resent the number of times as desired and then afterwards instead of going to the next level it goes back to the employee.

Create a time card and send it for approval.
Let the program resend it the 3 times.
The last timeout will send the request back to the employee instead of  routing to the next Approver.
