When attempting to publish a Performance Management Plan,
the following error occurs.
ERROR

The mandatory column ATTRIBUTE1 (Also know as Sample1) has not been assigned a value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. HR Professional
2. Performance Management Plan
3. Create
4. Enter all information then click on Publish
5. Yes
6. Receive the error

Due to this issue, users cannot publish any plan
