Quote Number and Quote Header Id Sequencing Logic (Doc ID 1332871.1)

Goal

We observed issue during quotes creation, quote header id /quote numbers are creating randomly.
For example, higher quote numbers and quote header ids are sometimes created first and lower numbers are created later. Currently we observed this while creating quotes using during duplicate quote functionality.

What could be the reason for this?
