A shipment on a Route is tendered but when the tender times out, the shipment is re-tendered and removed from the route.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Create Parameter set ID that has PLAN SHIPMENT ON ROUTE INSTANCE is set to true.


Plan an order onto a buy shipment, where the service provider is configured with a tender time out.
Shipment is planned on a Route..
Tendered the shipment and wait for the time out period
Once the tender times out, the shipment will be removed from the Route and be retendered to another Service Provider.
