Specific Equipment On Order Release Considered Incorrectly During Planning (Doc ID 1338005.1)

Symptoms

The feature 'Order Release Equipment' is not correctly considered during planning.

An Order Release with two ship units is created with two different Equipment Groups specified on the header tab. When the order release is planned, it is found that it only creates a single shipment using ONE of the two specified equipments.

It is expected to created two shipments (one for each ship unit) as specified by the user input.
