Sales Order Header does not Close After All Lines Have Closed

The sales order header does not close after all lines have been shipped and have closed. The header still shows 'Booked' on the Sales Order form.
Ship Confirm completed successfully; the Inventory Interface and Order Management Interface log files indicate there were no errors in these processes.
Steps to replicate :
1. Login as Order Management responsibility
Navigate Orders, Returns > Orders, Returns
2. Enter order number in Find window and hit Find button
This will bring up the order in the Order Organizer
Here the status shows 'Booked'
Hit the Open button and select the Lines tab
Here the line status shows 'Closed'
