Allocation of Shipment Fails when Using Plan From and Plan to Fields

Symptoms
When attempting to allocate the Order Release after the Plan From and Plan to fields on the Order Release is updated with the Destination Location and Source Location values respectively, the Allocation to fail. The following error occurs in the log.
It is important to note that when the source location and destination location fields are replaced with the plan to and plan from fields, allocation works fine.
The issue can be reproduced at will with the following steps:
1. Access OTM application and navigate to Order Management>>Order Release
2. Update Plan From and Plan to fields on the Order Release with the Destination Location and Source Location values respectively,
3. Navigate to Order Release Action>>Financials>>Settlement>>Allocate Cost
