When a user's password is updated in FNDSCAUS screen, the notification preference of the user is changed to default.

You may run

select user_name,preference_name,preference_value
from fnd_user_preferences
where user_name like '-WF_DEFAULT-'
and preference_name='MAILTYPE'

to determine the default notification preference set in your system.
