Symptoms
When attempting to run the concurrent process, 'Generate Business Views By Application,' the
following error occurs when attempting to compile the view HRBV_PAY_PROPOSALS_V:

The issue can be reproduced at will with the following steps:
1. Select the responsibility 'Business Views Setup.'
2. Run the concurrent request 'Generate Business Views By Applications' using the parameter 'PER.'
