Date Change on Release Instruction Not Updating Shipments When Order is Split

Symptoms
An Order Movement is planned and split onto multiple shipments. When the order is updated to change the dates of the order, the "Release Instruction" agent with action: OBSU RELEASE INSTRUCTION - PROPAGATE CHANGES is executed. This is found to not update the shipment times as the times are deemed infeasible.
This only occurs in situations where the order release is split.
