Symptoms

An Order Release is created with 19 stops, therefore making 21 stops in (including the order source/destination). When this order is planned, it is failing to build a shipment due to a multistop failure, as follows:

Warning: more than 1 multi-stop TShipment built!

If an Order with only 20 total stops is planned, it plans fine.
